Im Juli 1945 legten China, die USA und Großbritannien die „offiziellen amerikanisch-britisch-chinesischen Bedingungen für die Kapitulation Japans“ fest, kurz „Potsdamer Erklärung“. Darin wurde das Ziel verkündet, Japan gemeinsam zu besiegen. Gemäß Artikel 8 der Potsdamer Erklärung muss die Bedingungen der Kairoer Erklärung erfüllt werden und Japan müsste alle Gebiete, die illegal besetzt worden sind, an deren Ursprungsländer zurückgeben.
